A Halloween costume for a 14 year old?

Im going to the forum, which is just basically that's something every month and their bands and cool game, I need a good costume idea, but I want it now so you can buy things during the month, I wanted to do something with long socks, as a witch, but how I can get Halloween, where I can buy a skirt or whatever cool-uk.
